how do i burn fat, tone up, and build a little muscle at same time?

ok, im 21 yrs old, male, 6’2 and my weight range in this past year was from 185 to 205 lbs. Lately its been closer to 200 im not all fat, but im not all muscle either…. i work out, and i do a ton of cardio. i was riding my bicycle for 2-3 hours a day 3-4 times a week in the summer… in hopes of burning off overall excess fat….my pecks and my abs especially… but i lose fat from everywhere else, like arms, legs, back etc…and the torso fat remains….. Then when i stop excercising i beef up some but and oveerall i look more fit and proportional….my problem isnt building muscle, my body does that very fast and easlily, I just cant seem to get rid of all this stubborn fat, i have man boobs and a flabby stomach with love handels….i just want to tone that whole section up without building muscle, i just want to burn fat there but when i try all i do i build muscle, get bigger, then i get frusturated; stop, and it turns into fat i cannot seem to burn off… any tips…websites, workouts greatly appreciated…..thanks

Do compound movements when working out like squats, deadlifts, powercleans, bench press and overhead press and eat foods with high protein such as tuna and white meats. Taking a whey protein shake after workouts will really help too for adding mass and repairing muscles.
